Certificate of Assumed Name or Partnership

"Before any person or partnership engages in business in any county in this state under any name other than the real name of the owner or owners, or before any corporation engages in business in any county other than under its corporate name, the person, partnership or corporation must file in the Office of the Register of Deeds an Assumed Name Certification." (Business Notes, Department of the Secretary of State, p.9).

Note that although the filing of a certificate serves public notice of a firm's assumed name, it does not guarantee a firm's exclusive use of the name even within the county (if a sole proprietorship or general partnership). You must do your own search of registrations in order to insure exclusive use within the county. Contact the Register of Deeds, Union (704-283-3843) Anson (704-694-3212).

Fire Inspections

In order to preserve and protect public health and safety, and to satisfy the requirements of North Carolina's General Statutes, the N.C. Fire Code requires periodic inspections for the purpose of identifying activities and conditions in buildings, structures and premises that pose dangers of fire, explosion, or related hazards. In no case may inspections be conducted less frequently than once every year for hazardous, institutional, high rise, and assembly firms with 50 or more employees and, once every three years for business, mercantile, storage, and all others not listed. For more information, contact the County Fire Marshall (Union, 704-283-3622 or 704-283-3524) (Anson, 704-694-4078).

Health Inspection

All eating and lodging establishments, day care, and nursing homes should submit a N.C. Engineer and Architectural Plan to the Environmental Health Services for approval, (Union 704-283-3553 or 704-283-3767) (Anson 704-694-5188).

Workers' Compensation Insurance

Workers' Compensation is becoming an increasing concern for all businesses. Even though North Carolina has one of the lowest rates per $100 of payroll, an entrepreneur must make necessary budget requirements. Businesses need to have adequate general liability insurance, facility and equipment insurance, vehicle coverage, and need to consider bonding, theft and fraud coverage. Consult with a local business insurance agent for this and possible other insurance needs. For state assistance on any insurance need contact N.C. Department of Insurance, 919-733-7343, or their Financial Compliance Division, 919-733-0085.

Staffing

The local Employment Security Commission is not just "the unemployment office." The ESC can serve as a resource for finding potential employees with skills you need, determining salary ranges for specific positions (useful when developing your business plans), screening job applicants and advising business owners about state and federal job assistance programs that may pay to train employees.
Also, don't forget that there are a variety of other sources for full and part-time employees and other human resources.
